BOARD MEETING MINUTES
MARCH 10, 2021
Board Members Present: Daniel Lindblom, Jeff Wasylowsky, Brian McGuinn, Stacy Puleo & Diane Esola
Board Members Absent: None
Also Present: Jim Bouras, Community Management & Construction, Inc.
Daniel Lindblom stated there is a quorum of Board Members present via audio conference call and opened the March 10, 2021 Virtual Board Meeting at 7:00 pm.
MINUTES – The Board reviewed the Minutes from the February 10, 2021 Board Meeting.
Mr. Lindblom made a motion to approve the Minutes from the February 10, 2021 Board Meeting as written. Mr. McGuinn seconded this motion, and it was unanimously approved by the Board.
FINANCIAL - The Board reviewed the March 3, 2021 Delinquency Report. One delinquent account was discussed.
#85 – A payment plan has been established. Owner was to remit $800.00 on March 1st, 2021. This payment has not been received.
The Board reviewed the January 2021 Balance Sheet and Income and Expense Report. Mr. Bouras stated the Association is in good and stable financial condition.
CAPITAL IMPROVEMENT COMMITTEE
NEW PLAYGROUND DISCUSSION – The Board Members discussed the playground installation quote.
Mr. McGuinn made a motion to approved installation of a new playground based on the cost analysis prepared by management in the amount of $35,293. Mr. Wasylowsky seconded this motion, and it was unanimously approved by the Board.
MANAGEMENT
INOPERABLE STREET LIGHTS REPORTED TO FPL – This streetlight is repaired.
WEBSITE – Nothing new to discuss.
OLD BUSINESS AND NEW BUSINESS – Mr. Lindblom informed the Board Members about the recent changes made to the PBCSO contract deputies’ instructions regarding patrolling the community and enforcing the speed limit and other traffic violations.
Mr. Wasylowsky addressed the Board regarding numerous cars parking on the grass and on sidewalks in the community during the day and overnight which makes it difficult and unsafe to walk on the sidewalk especially with a stroller or a baby wagon.
Mr. Bouras responded that management sends violation notices every time a car is observed parked on the grass. It was suggested to mail a community letter reminding all the Ashley Park residents about the association vehicle parking rules. Management was instructed to send the Board Members a copy of the letter that was mailed to the Ashley Park residents in the past for the Board Members review and edits.
Daniel Caner addressed the Board asking to remove $2,000 in fines imposed on his account for maintenance violations. Mr. Bouras responded that numerous violation notices including certified mail were sent to this property regarding dirty driveway and sidewalk, landscape debris and garbage cans left on driveway and in front of the property, golf cart continually parked on the grass in the front yard. The Board will review this matter off-line and will inform the owner of the Board’s decision.
Yulia Balyberdina asked the Board for the information on the new approved playground equipment – how it looks and what it will include. This information will be posted on the Ashley Park Website. Yulia Balyberdina also addressed the Board regarding the cars parked blocking sidewalks making it difficult to walk on the sidewalk with a stroller. It was noted that sidewalks belong to the county and the association has no jurisdiction over them.
Mr. Lindblom made a motion to adjourn the Board Meeting at 7:41 pm. The motion was seconded by Mr. Wasylowsky and unanimously approved by the Board.
